Ann called the meeting to order at 5:08pm.  Seconded by AJ.  All in favor.   Ann moved to accept the Minutes of the October 6, 2022 Special Budget Meeting.  AJ seconded.  All in favor.   Item 3 was addressed out of order.
 
BUDGET HEARING:
1.  Budget: General Fund.  Trish opened by explaining that the fire truck loan has been paid off a year early due to an error in making the first payment using the General Fund instead of drawing on the loan.  The advantages of this have been that interest was saved and the loan has been paid off therefore there is no need to budget anything for this year. 
Revenue & Receipts: The items with figures were reviewed.  GF: no changes; HW: a line item was added for the Municipal Roads Project Grant (MRPG); Cemetery: interest and dividend projections were reduced.
2.  Town Report: Auditors’ Timeline.  Not discussed due to time.
3.  Insurance: Health Insurance and Comp.  Trish provided a spreadsheet of the MVP Vermont Small Group Plans for 2023 and explained the changes from last year and between the new Platinum and Gold plans. The Town pays 100% of the premiums for the Platinum plan for full time employees.   Discussion of options to address the $1553 annual increase included changing plans for a lower premium, deductibles, or town contribution amounts to HRA offered to full time employees.  Ann said she would like to see what other towns are doing.  It was decided to revisit this at the next meeting when more information is available.

Ann called the meeting to order at 6:04pm.  Ann moved to accept the Agenda Modification (see above).  Seconded by AJ.  All in favor.   AJ moved to accept the Minutes of the October 6, 2022 Regular Meeting.  Ann seconded.  All in favor.   The Board took NB#1 and NB#2 out of order and Betty presented her concerns.

CORRESPONDENCE:
1. Grants – Transportation Alternatives Grant.  VTrans announced SFY2023 Transportation Alternatives Program.  An informational webinar will be held November 19th.  Applications due December 14, 2022. 
2. White River Valley Consortium – Housing Events.  An email from Sarah Danly with follow-up from the Working Communities Challenge workshop.  It included information regarding the future of the organization.  This will be forwarded to Pittsfield’s representative Jordan Stevens.  
3. Rutland County Solid Waste District – Notice of Public Hearing.  This hearing is scheduled for Wednesday, November 2, 2022 @6:35pm to review items approved but not included in the Rutland County Solid Waste Districts’ 2021-2025 Solid Waste Implementation Plan (SWIP).
4. FEMA – White River Risk Mapping.  This letter explains and provides a link to the White River Watershed Discovery Report, which collects information from varied sources regarding the rivers.  They will be embarking on a study of the White River and its branches for future revised flood maps.  Areas currently being studied include the Tweed.
5. Citizen Concern/Complaint – Meghan Charlesbois.  This email inquires as to whether Pittsfield is considering adapting rental law/registration and fees like Killington and Woodstock have?  Ann said she would respond to Meghan’s email.  Pittsfield has no plans at this time.  The topic is very controversial but may be open for discussion in the future.
 
OLD BUSINESS:
1.     Sand Shed – Certificate of Substantial Completion.  Construction has been completed, however there are a few outstanding issues to resolve.  One is the third Change Order.  Ann asked Michele Gaberiau to explain the increase in crushed stone and concrete.  Ann said she didn’t feel that this was a Town problem, and that the Town shouldn’t pay for the increase since a third Change Order was never received.  These two issues will be addressed to the construction inspector DuBois & King.  Michele asked where this left G & N as far as payment.  Ann said she might need to consult with the Town’s attorney as to how to proceed.  Joyce said that they didn’t have any issue with G & N, but the Board would withhold the payment for the increases.  AJ moved to pay G & N everything except the contested amount of $10, 416 and moved to contact Dubois & King and include in the next meeting.  Seconded by Ann.  All in favor.  Ann moved to sign the Certification of Substantial Completion. ….. Joyce seconded.  All in favor. 
2.     Pittsfield Rescue Plan – Projects for discussion and/or approval.  Joyce provided a handout which listed
items involved in the renovation noting what was estimated, what was spent, and what still needs to be purchased.  She explained that the Board has allocated nearly all the undesignated surplus money received so far. Ann questioned the hold-up on the 3rd ARPA payment which was supposed to be received by October. Trish will be asked to recheck the state account fund for the final deposit.
a.  Speed Signs.  AJ moved to authorize George to install the posts for the speed signs.  Ann seconded.  All in favor.  Joyce said there is a 2–4-week lead time in receiving the signs.
b.  Emergency Shelter – windows ($1,380) and framing labor ($2,025).   Ann moved
c.  Parks & Grounds – tractor.  Joyce said the tractor was repaired instead of just preparing an estimate of the repair.  Discussion of financing a new tractor and paying for the old.  It was felt that it would be a good investment to have two mowers and make Parks & Grounds more efficient.  Ann moved to approve the payment of $1,900 to repair the current 2006 tractor to be taken from the parks and rec equipment reserve account and take another $2,000 from the reserve account towards purchase of

a 2022 John Deere 750 w/deck, hitch, and rotary broom. $14,274.00 of the purchase will come from undesignated surplus funds  Joyce seconded.  All in favor.
       d.  Fire Station – fence.  Not discussed.
3.     Town Hall – Usage Policies.  Tabled to November 3rd meeting.
4.    E-911 – Update address discrepancies.  Joyce spoke with Ray Colton and explained that he needed a 911 address.  Ray said he would speak with his brother regarding a road name and let the Board know.  E911 Representative Michelle Hunt provided an update on changes discussed at the September 1st meeting.  She has contacted residents involved on Wilcox Peak Road.  #345 will change to #146, the new driveway will be #324, and #129 will change to #325.  Ann moved to accept the changes to Wilcox Peak Road.  Seconded by AJ.  All in favor.
5.    Grants – Municipal Roads Grant Project (MRGP) update.  FY ’22 has been closed out and just waiting    for payment.  Ann said she brought Rita @ TRORC up to date on what has been done, etc.
 
NEW BUSINESS:
1. Citizen Concern/Complaint – Warner letter of concern.  Betty had two letters she wanted to read into the record.  As PCC Chair, Betty presented a concern of conflict which occurred at the September 24th event between members of the fire department and a food vendor.  She felt this went against the State’s Declaration of Inclusion which the Town has adopted.  Discussion.  Several options to help resolve this issue were presented and Ann said she wanted them included in the record.  These included: encourage and facilitate cooperation between organizations as a first step in setting up a face to face meeting; give opportunity for all to be heard; create a safe place for people to speak of their concerns about and hopes for Pittsfield; encourage dialog and cooperation between old-timers and newcomers young and old, workers of all types, singles and families, business owners and residents.  It would give us an opportunity to review this Declaration of Inclusion and what it means.  It was decided to have a meeting with the Fire Dept’s Dave Colton and Caleb Hawley and PCCVT’s Betty Warner and Ryan Thompson.  Joyce said she would contact Caleb and offer the dates of November 2nd or 7th at 6:30pm.  AJ has offered to facilitate the meeting.  Joyce made a motion to include in the budget a line item for inclusivity training and investigate what kind of dollar amount should be included.  Seconded by AJ.  All in favor.
2. Vital Communities – Listserv.  Betty said that she felt it would be a good thing for Pittsfield to have a Listserv.  She explained what it is to the Board and that it is different from Facebook and Front Porch Forum.  Betty called Vital Communities as they provide this service.  Privacy issues were expressed about using peoples’ emails and legal consequences.  Betty explained that Pittsfield has a resource in a resident that will help with this enterprise.  Discussion.  The Board thanked Betty for her presentations.
3. Recreation – Plan.  Ann announced that Pittsfield received the Building Communities Grant for $12,217 to resurface the basketball court, add the net equipment and make the court multifunctional.  Also replace the fencing.  Ann said she would sit with Trish to complete the follow up paperwork.  Going forward in the grant process there will be follow-up paperwork.  She questioned whether the Board should consider having someone other than Trish take on this role.  Discussion.  Trish could be the contact person but designate someone else to complete the forms.  Joyce inquired about hiring someone to do this.  Ann said she wants to book the fencing and paving companies for next spring.  They briefly discussed what the skating rink would need.

CORRESPONDENCE:
1.  MRGP Grants in Aid.  Ann said that some things need to be done for the closeout of fiscal year 2022 Grants in Aid.  Construction has been completed on Liberty Hill. Final photos have been taken and updated the segment status in the portal to be done on Liberty Hill Road regarding construction.  Ann said she spoke with George, and he said Pete Fellows at TRORC has collected the information needed and submitted it.  Ann said she also reached out to Pete to ensure that nothing else was needed.  She also would like to sit down with George and Pete and go over the Grants in Aid for 2023.
 
OLD BUSINESS:
1.  Town Hall Emergency Shelter Project – Scope of Work update.  Ann updated the Board on the following: 
      a. Town Hall/Town Office Generator: BrookField Services installed
      b. Generator hook-up to propane: CV Oil complete
      c. Media Blasting: V-Blast completed
      d. Dumpster – Able delivered
      e. Drywall materials & installation: Cal’s Custom Drywall To be scheduled

Ann made a motion to approve the invoices of $1292 for framing materials and plumbing materials for the shelter project that will come from the Undesignated Fund. Seconded by Joyce.  All in favor.

2.  Speed Sign – permit.  Ann said the Town has received the permit but that there are stipulations.  Ann mentioned just a few of them: a preconstruction meeting to discuss the

work to be completed must be held prior to beginning work; George’s worker’s compensation and the Town’s general liability and property damage and name the State for this project.  There was some discussion on whether the cost of the signs has increased.  AJ made a motion to approve the purchase if the total cost isn’t over $700.  Ann seconded.  All in favor.  Joyce will obtain the current cost and delivery date.
3.  Sand Shed – update.  Ann said that the construction has been completed and 20-30 truckloads of sand have been delivered.  A copy of the final payment to G&N has been received and Ann said she noticed a third Change Order for $10,941.  This Change Order was never received or approved.  It was for extra concrete or additional unit of crushed stone.  Discussion.  It was felt that the Town shouldn’t pay this, that it should have been noticed by the contractor or design company and is prepared to contest it.  She said she is also questioning an invoice from Dubois & King regarding hours worked when the construction was shut down. 
TRORC needs additional time to complete the Municipal Project Manager’s Contract.  Joyce moved to approve an extension to December 31, 2022.  Seconded by Ann.  All in favor.
4.  Pittsfield Rescue Plan – projects.  Ann asked if the Board wanted to look into other projects such as testing the water/septic systems on Town properties.  Joyce said that Connie’s lawnmower broke down.  She said she asked Connie to get an estimate.  It could be put in the Capital Budget but purchased with money from the Undesignated Fund now.  These are on backorder and should be ordered now for spring.  The barrier between the Fire Station and Swiss Farm Market was discussed and it was decided to invite Greg Martin to the next meeting.  The fencing, water assessment, and lawnmower will be followed up on.  The project spreadsheet was reviewed as to what has been completed and what more could possibly be done with the money available. 
5.  Art in the Heart – follow up.  Suzanne said that they had a small group of five artists with thirty people expressing interest from both Pittsfield and Stockbridge.  She said that the enthusiasm was awesome.  She said they talked about learning and creativity and community involvement.  She expressed to the Board that she is only the leader, and the event needs to be marketed if future meetings are approved.  She added that everyone showed respect for the building, and they also cleaned up after the event.  Ann said that she told Suzanne that a policy would be discussed tonight.  She cited what some other towns have in their policy.  There are so many areas that need to be considered including the types of events, alcohol, deposits, maintenance, resident/non-resident, insurance, etc.  Ann asked if an online calendar for Town Hall events should be created and available through the Town’s website and include a copy of the contract and other information making sure everything is uniform and fair for every group.  Someone would be needed to manage the calendar.  AJ moved to allow Suzanne to continue with the event for free until a policy is developed.  Seconded by Joyce.  All in favor.

NEW BUSINESS:
1. Town Hall – Usage policies.  Ann brought up the question of insurance.  A Certificate of Insurance was formerly required but other towns don’t ask for it.  Discussion on the use of alcohol.  Ann said that historically this was decided by the 1986 Select Board with a note in their Minutes that there would be no alcohol permitted in town buildings.  If caterers are used for a function, they must have a permit or license.  The types of users and events and what the fee schedules might be were discussed.  The fees would need to take into consideration cleaning, heat/AC, and electricity used.  The three items the Board needs to compose are: an alcohol policy; fee schedule; and usage agreement.    AJ was asked to draft a useage agreement.  A calendar of events and someone to manage it was discussed.    It was felt it should be available on the Town’s website with a link to the rental agreement.  All of this will be discussed more in subsequent meetings. AJ will draft language for hold hsrmless paragraphs.
2. Town Office – front light timers.  Discussion.  It was felt the cost was unnecessary as the side entrance which has a timer is the primary entrance.  The Board will speak with the concerned party about parking closer to the side entrance of the building.
3.  Independent Contractor – Paquette Plumbing paperwork.  This pertains to the installation of the heat pumps and water heater.  Ann moved to approve.  Joyce seconded.  All in favor.
4.  Tree Cutting – Liberty Hill.  An invoice was received from George for $3,250.  It was agreed that more of this canopy work needs to be done.  This was an unbudgeted item.  The Board reviewed the Highway budget line items for possible funds to use.  Discussion.  Ann moved to approve the contract for tree cutting in the amount of $3,250 to be taken out the of Highway budget. Joyce seconded.  All in favor.
5.  Appointment – Fire Warden.  Notification was received from the State that Ray Colton has agreed to serve as Fire Warden with a term expiring June 30, 2027.  Ann moved to approve Ray’s appointment.  Joyce seconded.  All in favor.  A form needs completion and signing by the Board.  This was done.  This appointment will be added to the Tickler File.

Process for deliberations.  Ann opened by saying that it was an odd year with the    switchover from calendar to fiscal.  The Budget that the Board will be working on is for July 1, 2023 to June 30, 2024.  The Board discussed how they should budget for an entire year with what information is available. trish will have a comparison spreadsheet for a full year from July 1, 2021 to June 30 2022.  Trish clarified some of the points in the discussion.  The Undesignated Funds were discussed.  The goal is to have no deficit or surplus.  Trish said that this year might be the last year for a surplus.  The meeting schedule was reviewed, and it was decided to have the budget meetings in the Town Office so that Trish and Joyce have computer access.  The Regular meetings during budget deliberations will also be held in the office except for November 17 tax day .  Joyce requestd that all winter meetings of the Select Board be held in town offices to save on heating the Town Hall for such a brief period of time.  Meetings in the Town Hall will resume in warmer weather.  Ann updated the Board that letters to the various departments requesting their capital improvement plans and funds were sent out.   No department has yet requested a meeting date with the Board.  Ann requested that responses be received by the Board prior to the October 20th meeting.  It was noted that they would like George to be more involved in the Highway Fund’s budget and meet with the Board as the cost for material and supplies has increased and the line items need to be brought up to date.   Trish said she would have the Profit & Loss statements for ’21-’22 and the spreadsheet at the next meeting.

2. Town Report Material & Responsibilities.  Proposed changes to this year’s Town Report were discussed.  These included excluding reports from non-town organizations requesting funding.  It was suggested that a summary page be included listing the organization, contact information, amount requested, and amount approved.  They would also like the various town departments and organizations (Historical Society & PCCVT) to identify what they did this past year, if applicable including the number of events held, number of attendees, and include reports on any fund accounts they may hold.  This would encourage transparency.  Formatting was discussed.  Town Report has used Google Docs and it was suggested that this should be requested in a general letter to be sent to the departments.  The Secretary was asked to create a letter that can be sent to all the town entities.  Martha had previously expressed an interest in helping with the Town Report this year as Anne Powers will be out of state for the winter.  She was asked to work with Beth on updating the timeline for the report as it is several years outdated.  This will provide due dates for the various reports.  In past years, the Auditors have had help in preparing the report for the printers.  Betty Warner helped with last year’s report, but it was suggested that Ryan or Vaughn be asked to help this year. Joyce said she would speak with them.
