OLD BUSINESS:
1.     Appointments – Green-Up Day.  It was suggested that perhaps Kristina would consent to work with Olivia as coordinator.  Joyce said she would ask.
2.     Town Hall – Wi-Fi Extender.  Saguaro has quoted a price of $4,226 for extending WIFI to Town Hall from Town Office building.  Joyce met with Saguaro ‘s Brian Davis who inspected the building and then revised the quote to $3,200. This quote also includes updating the current WIFI 5 to WIFI 7 which will create more capacity for extra devices. Joyce suggested waiting to act after the Board sees how much is in the Computer Fund.  The Board plans to meet next week with more information.
3.     Grants – MERP Project Implementation Grant.  Ann explained the conversations she has had with Harry from TRORC who is filling out the energy implementation grant application that is now due September 27, 2024. Joyce got an estimate for installing heat pumps at Town Office between $25-$30K  and will get estimates of converting lights to LED and replacing Town Office Windows next week to be forwarded to Harry so he will have accurate estimates of funds that will be needed for these projects.

5.     Recreation Grant Reimbursement. Ann reviewed the invoices to submit for the Recreation Facilities grant reimbursement. The court paving, lights and grant writer invoices came to $23,238.33.  which is $1,196.67 short of full reimbursement. 1.     Rep. Harrison – Public Safety Task Force.  Ann presented an email sent by Rep. Harrison to all of the communities in his district to extend an invitation from the Vermont Public Safety Communications Task Force.  They are holding a series of regional meetings to hear from First Responders, fire departments, and police chiefs about the 911 System and the need to regionalize the 911 centers.  Ann said she forwarded the invitation to Dave Colton, Caleb Hawley, and the fire department.  The nearest meeting is in Pittsford on September 12th which participants can attend in person or remotely.

OLD BUSINESS:
1.     Appointments – Lister and Green-Up Day.  Ann said that Jen Howard met with the Listers and would like to be considered for the upcoming vacant position.  Ann moved to appoint Jen Howard to fill out Betty Warner’s term until Town Meeting 2025.  Joyce seconded.  All in favor.  Joyce was asked if she heard from Amelia Hurd about the Green-Up Coordinator position.  She said that she didn’t.  This will be addressed at the next regular meeting.  The Energy Coordinator position is still vacant, and we are still advertising.
2.     Town Hall – Wi-Fi Extender.  AJ said that he went online and researched what he could.  He also said he contacted Larry Gold from Computer EZ.  He suggested about $400 or $500 in parts and about $400 or $500 in labor.  The Wi-Fi system would require some extra wiring in the Town Office Building and then on the outside something aimed at this building. There would be a wire in the Town Hall that would go to a router which would provide Wi-Fi for the whole building.  Larry could probably start next week.  AJ made a motion to hire Computer EZ  and their electrician to do wiring, and the installation for $1,400.  AJ said he would contact Larry and ask him to send us a written estimate for less than $1,400 as well as an estimate for the wiring.  The money would come from the Town Hall Maintenance line item.
3.     Finances – July Treasurer’s Report.  Ann said that this had been tabled from the last meeting and in reviewing it she had a couple of questions.  These were discussed.  The Board also discussed the paving and sealing for the basketball court.  They will also speak with George about the gravel purchases and labor estimates for paving Village Green which the Board would like to come out of the paving reserve account.  The Board would like some changes made to existing reports as well as creating a few new ones to assist them in reviewing the monthly reports.  These will be discussed with Trish to see what’s possible.
4.     Insurance – PACIF inquiry update.  Ann said that the rescue squad is certified through WRVA.  The person legally certified to administer emergency care prior to when the ambulance arrives is certified through WRVA and the fire department.  She added that there is an effort to get certification for other members of the fire department.

NEW BUSINESS:
1.     Grants – MERP Project Implementation Grants.  Ann stated Harry was here to inform us about the MERP Project Implementation Grants which just opened.  He’ll also explain how Pittsfield qualifies and why he thinks it looks pretty good that we can get this grant.  Vermont Efficiency put together a Vermont Energy Burden Report, and the goal was to assign a dollar figure to each community as to how much they spend on energy and transportation as a percentage of the median salary.  Pittsfield came out at 12% which is the second highest.  This report was used by the legislature as part of their climate report to help communities meet standards for energy resilience.  Act 172 of 2022 created this energy resilience program where priority should be given to communities that have a really high energy burden.  In the interest of getting this money obligated as quickly as possible before the end of the year, which the state has to do, they are coming up against a September 20 deadline to take applications.  They have $36 million to give out for awards up to $500,000 each, which is designed to be a zero match to the award.  He said that the energy audit on Town Office identified some things that the money could be used for: window replacement, weatherization concerns, changing lighting to LED, programable thermostats, heat pump water heater, EV charging, solar and battery storage for backup power.  The projects would need to be completed by the end of 2026.  There was more discussion.  AJ moved that the Board authorize Harry and

TRORC to go forward with the grant application.  Joyce seconded.  All in favor.  Harry was thanked for his work and for coming tonight to present the information.
2.     Building Maintenance – Town Office and Town Hall.  Ann said that the Board was charged with looking through the list that Joyce prepared and come up with some priorities.  Items at the Town Office were discussed and what funds and grants could be used to pay for them. The same with the Town Hall. Some of the projects include power washing, painting, and work on the windows. There was discussion on the eventual replacement of the roof and consider standing seam as a possible replacement.  Joyce was asked if she could send out copies of her list to everyone.
3.     Budget – FY26 Hearing Schedule.  Ann presented a list of proposed dates for the budget meetings.  This list is similar to how it was done last year.  Ann suggested that the Board start on September 19th and have a preliminary meeting during its regular meeting before meeting with Trish. Discussion.  Ann added that she would like to go through last year’s budget line by line in the June Financial report, and review everything in light of our tax situation including contracts for services.  AJ made a motion to approve the budget schedule and to send out notices that some meeting times will be changed.  Seconded by Joyce.  All in favor.  Ann said that she also revised the budget letter to the departments and would like to include the quick books format for each department  to use to make it easier for the Board to review.  There was some discussion amongst the Board regarding the arrangement with TRORC on the ten-year capital improvement budget project and whether the report will be issued by October 31st.
4.     Tax Changes – FY26 State Education.  Ann wanted to make the Board aware that the Legislature has revised the education funding formula for calculating a community’s CLA by adding a statewide adjustment figure that will be used once the state completes its Equalization Study by January 1. This may help the Board anticipate the town’s education tax rate during budget deliberations.
5.     Contractors – Independent Paperwork A+ Electric.  Ann moved to approve the independent contactor paperwork for A+ Electric.  Seconded by AJ.  All in favor.

NEXT MEETING DATE:

Pittsfield Select Board Regular Meeting Minutes                                                                          page 2
July 25, 2024

CORRESPONDENCE:
1.      GMNF Schedule of Proposed Action.  This is the quarterly document outlining proposed action of the GMNF.  The only ones that pertain to Pittsfield are the Telephone Gap and Forest-wide Opening Maintenance.
2.      Declaration of Inclusion Survey is a follow-up to a request by a Grassroots Group two years ago to adopt the Declaration of Inclusion.  They would like to know if the Town has done any of the projects requested.  Ann reviewed them.  AJ moved that Trish be asked to post a copy on the website and Town Office and that the survey be completed and sent in.  Ann seconded the motion.  All in favor.  Ann will complete the survey and return it.
3.      Hazard Mitigation Grant Program. TRORC is reaching out to towns to submit a pre-application form for eligible projects for buying out flood prone properties. The State has released a significant amount of property.  Steve Turner’s property is the only one Ann could think of, and he’s not interested.
4.      VHCB Easement Monitoring.  This is the email that Trish sent from Sophie Becker, and we have an easement on the Parmenter place property.  They are doing sky monitoring.  The Town  had to do some erosion rip rap mitigation following the 2019 flooding. The property cannot be developed.  The VHCB is looking for affordable housing. Ann will respond to them.
5.      Vet Center request.  The Veterans Outreach Project  is a mobile drop-in center that would like to stop in Pittsfield once a month for 2-3 hours.  They provide mental health services at no charge to eligible veterans and other aids to vets.  They would like to use Pittsfield as a regional center and are requesting space to park the trailer and an additional 4-5 parking spaces.  AJ moved to invite the veterans’ support group to set up in Pittsfield and if in the winter, if needed, the Town Hall could be utilized provided they fill out an application.  Ann seconded.  All in favor. The Board feels this would be good, so Ann will respond.

OLD BUSINESS:
1.      Route 100: Demo Project Notice of Acceptance/Tax Bill.  Ann said that at the last meeting she was tasked with drawing up an acceptance notice for Harvey’s.  Harvey’s returned it requesting a word change that spelled out the $500 credit for the fuel, furnace, and fuel tank.  Harvey’s also sent an email asking if the Town could consider a $100 salvage deduction for the pellet stove.  Ann moved that we accept this and sent it to the Town Clerk for the file and the additional $100 credit.  So, the total bid is $22,504.  AJ seconded.  All in favor.  Harvey’s is going to start the demolition of the garage on Saturday.    Ann said that she received a tax bill from Trish that generated for this property.  Trish asked Ann to speak with the Listers about changing the classification of the lister card.  There should not have been a bill.  Betty said it should be the property owner who applies for an abatement.  The Town is the owner.  The Listers can determine how best to do this.  Ann said the Select Board would have to submit a formal notice to request an abatement.  AJ and Joyce moved that the Listers do what they have to do to abate the tax bill.  Seconded by Joyce.  All in favor.
2.      Judicial Bureau Dog Ordinance Enforcement: Ann moved to sign the letter appointing Trish, Doug Mianulli and AJ as officials for enforcing the dog ordinance. AJ seconded. All in favor.
3.      Town Appointments: Planning Committee/Green-Up Day.  Craig Westling appeared and said that he would be interested in serving on the Planning Committee.  Ann contacted Pete “Pasta Pete” Timpone and is interested.  Mike Moran has offered to serve at a previous meeting. Ann moved to officially appoint Mike, Pete Timpone, and Craig Westling to serve on the Planning Commission.  Joyce seconded.  All in favor.  Craig was also appointed to the White River

Consortium  which currently has Jordan Stevens and Dana Decker as delegates.  AJ moved to appoint Craig to the WR Consortium and provide contact information for Jordan and Dana.  Ann seconded.  All in favor.  The Secretary will send appointment letters.
Rebecca Steward resigned in May as an official on Green-Up Day.  Discussion.  Olivia Grasso will be asked if she will be in attendance in May or away at school.  This will be added to the next agenda.
4.      Budget: Capital Budget Project Update. Gina Babers at TRORC had a project to solicit opinions from all the departments and put together a 10-year capital budget.  The Board signed a contract in which she would deliver a report at the end of July.  She is requesting an extension to deliver the project at the end of November.  Discussion.  Ann moved to agree to the extension of November 1st.   AJ seconded.  All in favor.
5.      Grants: Grants in Aid Construction Summary.  Ann said that this is an update that we go through every year.  The Municipal Roads Grant Permit, hydrologically connected roads, that inventory we have to do that we get grant money for.  Ann spoke with George, and he will meet Rita and Pete at TRORC.  He met with them and was able to find three segments so they can apply for pre-construction.  The three segments are all on Townsend Brook Road. They include remove the greater berm, lowering the high road shoulder, and road crowning and additional gravel to meet roadway traveling standards. TRORC submitted this information to the Agency of Transportation, and they approved the projects and started construction.  They much be completed by December 2024.

NEW BUSINESS:
1.      Financial: CD Renewal.  Ann said there are 3 CDs with two of them up in November.  Currently the Contingency Fund has $50,000 in it. Trish has recommended a 3/6-month CD renewal at 4.5% or a 9/12 month at 4.3%.  Discussion.  The Board felt 6 months was a safe option.  Ann moved to have the Treasurer renew the $50,000 CD in the Contingency Fund for 6 months at 4.5%.  AJ seconded.  All in favor.  Discussion about moving some additional money with the $50.000.  Ann moved to add to the motion an additional $15,000 to equal a total of $65,000 in the Contingency Fund for 6 months at 4.5%.  Joyce seconded.  All in favor.
2.      Town Buildings: Building Maintenance.  Ann said that she drafted a letter to send to all the abutting landowners informing them of the project.  The paving project needs to be completed by August 31st.  There was a discussion about the location of the new drop box.
3.      Recreation: Commission Update.  Ann said she put it on the agenda because they never determined how the commission is going to operate.  Will they be more of an advisory commission and submit to the Select Board or seek funding and maintain contracts?  AJ said the commission would be happy to serve in an advisory role, submit ideas to the Select Board, and seek funding.  AJ explained what some of the commission’s ideas are.
4.      Financials: Treasurer’s Report June.  Discussion.  Ann moved to accept.  AJ seconded.  All in favor.  The report will be kept for budget time because this has end-of-year information.
5.      Computer: IT Proposals.  Ann reminded the Board of the request to have members of the Planning Commission have their own email accounts.  Recently, Microsoft has required their business accounts to have a multi recognition program to authenticate email that goes to their server and

comes out.  They are requiring a subscription to the exchange program for commercial accounts. Ann said she asked Brian what that means and he said that every subscriber will have to pay $4/month to maintain the emails.  Ann  reviewed the departments and came up to approximately 17-20 potential subscribers.  This would amount to approximately $1,000 per year.  The idea behind this is to get away from personal emails.  A town official is subject to the open meeting laws and may be required to have any official correspondence kept separate and available if requested.  Brian suggested an alternative method at no cost.  He would set up a distribution list for each main email address.  The users can send him the address they want to use, and he will set that up.  The email would go automatically and not be passed on.  The problem would be that someone for each main email would need to be responsible for responding to questions/requests, etc.  A third option involves the computer when used downstairs.  It’s slow.  What would be involved in using the library’s Wi-Fi?  Brian is assuming that they won’t be able to run between the two buildings.  The cost for the parts and installation would be approximately $4,226.  The Board agreed that the Town Hall needs a strong Wi-Fi system.  Joyce said she would speak with Matt Wing, who works for EC Fiber.
6.      Fuel: Pre-Buy Program.  Discussion.  The pre-buy program runs from August to the end of May.  Ann prepared a history of previous years’ usage, etc.  It was decided: Town Hall (Oil) – 72.42  gallons @ $3.60 utilizing credit,Town Office (LP Gas) 1400 gallons @ $2.19*; Town Garage (LP Gas) - 550 gallons @ $2.19; PVR (LP Gas) 850 gallons @ $2.19. *TH & TOB share LP.  Ann moved to approve the pre-buy purchases as noted.  AJ seconded.  All in favor.
7.      Open Meeting Law: Update.  Ann said that all departments will be made aware of the updates that go into effect on January 1, 2025.  The changes include: all non-advisory bodies must hold all special/regular meetings as hybrid meetings (must have a physical location and remote access); all State/Local decision making bodies must electronically record their meetings and a recording must be posted in a designated electronic location for a minimum of 30 days following the approval and posting of the official Minutes of the meeting recorded; State chairs of decision making bodies, local legislative body chairs, municipal managers and mayors must participate in an annual professional Open Meeting Law training starting January 1st; and we have to post on our website an explanation of the procedures for submitting notice of an open meeting law violation to the public body or the Attorney General and a copy of the text.  We also have to have a copy of V.S.A. 314.  Ann said she would circulate this before she sends a copy to Trish and also look for a template.
8.      Town Office: Accessible Parking Spot.  Ann said that we have a painted designated spot and AJ added that there’s supposed to be a sign posted.  The problem with the posting of signage is in the winter, it’s in the way of the plow.  Ann moved to ask George to post the handicapped accessible sign per Federal Regulations in the spot that’s already designated.  AJ seconded.  All in favor.
9.      Village Green/Parks: Use. This was another request by a resident not living on the main road to be allowed to bring “free stuff” to the Green or designated green space before the bridge for one day.  Discussion  The Board felt that allowing this would open up the Town to potential liability issues.  The Board decided that someone must attend the event all day and they must sign a waiver for free/for sale items.  Ann asked AJ to draft a statement and the Board will formally adopt it.
10.   Town Hall Rental: Brown.  The event is for a memorial gathering for her grandmother, Evelyn Payette, who was a resident of Pittsfield to be held on August 3rd.  She’s requesting a waiver from

non-resident to resident.  Ann moved to agree to the waiver request, $50 for clean-up fee and $50 for the rental fee  AJ seconded.  All in favor.
11.   Executive Session: 1 V.S,A. § 313 (1) (A) Contracts.  Ann moved to enter Executive Session at 7:18pm.  Ann moved to re-enter the regular meeting at 7:35pm.  Joyce seconded.  All in favor.

ADJOURNMENT:  As there was no further business to conduct, Ann moved to adjourn at 7:36pm.  Joyce seconded. All in favor.

ADJOURNMENT:
Ann called the meeting to order at 5:35. Ann called for several Agenda Modifications: Brown Park Request as NB #6. Co-EMD Appointment as NB#7. Garden Proposal as OB#7. Joyce seconded. All in Favor.

PUBLIC PRESENT: Cindy Metcalf from Bethel Area Food Shelf, Dave Fenity-Community Garden proposal and Betty Warner in support of both Cindy and Dave. Ann moved to take OB #1 and OB#7 out of order at the top of the agenda. Joyce seconded. All in favor.

CORRESPONDENCE:
1. Grants – Building Committee. Ann said there is another application deadline coming up for a 50/50 recreational facilities grant. Ann suggested we see if Ridgeline Collective which the Select Board is engaging to rehabilitate the pump track behind town buildings has a budget and will need town funds. Joyce said she spoke to someone regarding the pump track. She was told that most of the work would be done by volunteers. The maximum amount of the grant is $25,000 and it needs to be for a shovel ready project. The board suggested that the new Recreation Commission review the grant application when they meet July 2.

OLD BUSINESS:
1. Community – Bethel Area Food Shelf. Cindy Metcalf outlined the food shelf’s campaign to let Pittsfield residents know they are served by the Food Shelf. They have produced brochures and posters alerting residents that they can order food online and that orders can be delivered to a drop-off at the Old General Store for pick-up. PCC is soliciting volunteers to distribute the brochures and deliver orders.
2. Dogs – Delinquent List. AJ reviewed with the Board what he found out about the Judicial Bureau. Many towns use the Judicial Bureau to collect fines. We need to designate an official to implement the enforcement program. Ann produced a dated manual on how the Judicial Bureau works which suggested we need a custodial officer, an issuing officer and appeals officer. Ann suggested Trish as the custodial officer. It was suggested that perhaps Doug Mianulli or Cathy Capetta serve as the issuing officer and AJ as the Appeals officer.
3. Town Officers – Vacancies. Ann said she spoke with Suzanne Ellis, and she is interested but unable to assume the position as she is very busy now. That leaves us with the opportunity to reduce the number of positions from five to three. Joyce wondered if Kevin from the Old General Store was asked. The person does not need to be a resident of Pittsfield to serve on the Planning Commission. Joyce said she would reach out to Mark and Kevin. It was decided to resume this conversation at the July 18th meeting.
4. 593 Route 100 – Update. Ann said that they held the pre-demolition meeting with two potential bidders/contractors who are going to bid on the demolishing of the property, and it went well. The inspection report from Cliff Harper was received and the residential structure was completely clean of all the samples taken, but the glue dobs on the garage bump out roof tested positive for asbestos. She asked Cliff for a written proposal and that came in at $1,225.00. Ann moved that the Board accept the inspection report. Joyce seconded. All in favor. Ann also moved that they award the mediation project to Choice Environmental (Cliff Harper). Seconded by Joyce. All in favor. The timeline was reviewed with the Board receiving the demolition bids by June 27th by 5:00pm. They can be mailed, emailed, or delivered to the town office. Ann said she also had a call into Act 250 District Representative to see whether we need an Act 250 permit or at the very least an email saying we don’t need an Act 250 permit. She said she’s waiting for a callback.
5. Community – Volunteer Appreciation. The Board is still investigating ways to honor Ray Colton.
6. Energy – MERP Energy Report. Ann asked the Board what they think they should tackle first. It was suggested that estimates be obtained for new windows so that they can be budgeted for. Joyce said the LED lights really need to be replaced and new doors in the front.
7. Garden Proposal: Dave Fenity and his wife Heather are proposing to organize a community garden on appropriate town land. AJ suggested that one of the lots at Parmenter Park would have the
best growing conditions with plenty of sunshine and access to the river water. The Board agreed to review if there are any deed restrictions on the property and gave Dave and Heather the go ahead to begin formulating plans to recruit volunteers and come up with an estimated budget.

NEW BUSINESS:
1. Financials – Erica Hurd Recreation Fund Resolution. Ann said that she spoke with Chris, and he approved of the name: Erica Hurd Memorial Fund. AJ wondered if there needs to be more detail about what the funds can be used for. The resolution calls for spending donations only on development of the recreation area and programs. Ann moved that the Board adopt this resolution and put it into effect. AJ seconded. All in favor.
2. Town Buildings – Maintenance Report. It was pointed out that the concrete is crumbling on the north side of town hall building below the sill. The north stairwell roof needs replacing. Joyce is going to contact the Building Advisory Committee to inspect both Town Office and Town Hall for needed maintenance repairs and projects.
3. Financials – Treasurer’s Report for May. Joyce made a motion to approve this report. Seconded by Ann. All in favor
4. Independent Contractor – Cliff Harper paperwork. Ann said that everything has been submitted for asbestos and remediation. Ann moved that the Board sign the independent contractor paperwork for Cliff Harper. Joyce seconded. All in favor.
5. Town Truck – Mack truck repair. The truck isn’t new. It was purchased in ’22. $26,445 has been spent on it since then. It was suggested that George look into leasing a new tuck and putting money into the capital budget. Ann said she would speak with George.
6. Town Hall – Rental request. Beth Brown would like to have an outside service for her grandmother at what was formerly 11 Parmenter Place. She wants to use the parking lot area and set up a tent, bring in tables and chairs and cook burgers, hot dogs, etc., including some music. This would be either August 3rd or 4th. She can’t have any alcohol unless she hires a bartending service or caterer who applies for an outdoor liquor license and there has to be a designated spot. There also has to be set hours. Quiet hours begin at 10pm. Perhaps the fire department can put out cones or they can borrow some from the fire department as safety is a concern.
7. Co-EMD Appointment-Ann said that Ryan Thompson emailed her the other day to say that he has spoken with Candace Kadamik, and she is willing to assume the position of Emergency Management Co-director. Ann moved that they appoint Candace Kadamik as an Emergency Management Co-director. Joyce seconded. All in favor.

NEXT MEETING DATES:
· Tuesday, July 2, 2024 Special Meeting
· Thursday, July 18, 2024 Regular Meeting

ADJOURNMENT: As there was no further business to discuss, Ann adjourned the meeting at 7:23pm. Joyce seconded. All in favor.

CORRESPONDENCE:
1.     Bethel Area Food Shelf – Ann said she received an email from Cindy Metcalf, who runs the food shelf.  Cindy has been talking with Betty Warner and Katie Stiles about identifying Pittsfield residents and letting them know that the Bethel Food Shelf is for them as well.  She said she would like to attend a meeting to discuss ways of getting the word out.  Ann said she will add her to the next meeting’s agenda.

Pittsfield Select Board Regular Meeting Minutes                                                           page 2
May 16, 2024

2.     BRIC/DTA – Assistance.  Ann said she received an email from James Mannion.  He’s taken over as administrator for Pittsfield and would like to meet with the Board to discuss what FEMA can do to help the Town within the scope of the DTA initiative which really is for flood control.  Some communities however are expanding that into a climate resiliency plan.  This could include the energy audits, securing funds for heat pumps or new windows, electric chargers, or solar panels.  Ann said she would like permission to go back to him to see if there is something that this program could do for us.

OLD BUSINESS:
1.     Legislature – Rep Harrison update.  The following were topics that Rep. Harrison presented to the Board: the property tax bill passed but its future is uncertain as the governor may veto.  The Legislature may go back for a few days in June to deal with this.   He said that the yield bill as it was passed has an average statewide increase in homestead rates of 13.8%.  A couple of new taxes (3% surcharge on short term rentals and the rooms tax will increase to 12% plus any option tax that a town may have) may cause the property tax reduction.  He said he didn’t know how it was going to end up – either veto the governor or come to a new plan that will cover the education expenses that have passed.  S55 was passed that extends the Open Meeting guidelines going forward.   A new Municipal Code of Ethics passed.  If a Town were to decide to have a Local Option Tax, there are certain requirements that would need to be met and it would be limited to five communities per year.  There will be some tax sales information coming from VLCT.  A study committee has been set up to look at county government, which we don’t have.  The legislature passed 110 bills.  E911 Dispatcher services were discussed regarding how to pay for them, the current duplication, and its inefficiency.  The Board thanked him for coming tonight.
2.     Grants – VTrans Bike/Ped follow-up.  Ann said she went over the application, which is due June 14th, and filled it out as far as she could until she got to the requirements.  She said that this is for Planning, and we want sidewalks.  She said she discovered that because they utilize Federal Highway funding, we would be subject to the same parameters that we had for the sand shed.  She felt it was a bit more complicated than we thought.  It would also become more expensive as well.  No action taken.
3.     Dogs – Delinquent Dog list collections.  Ann said that there are three dog owners remaining following the mailing of the 2nd notice.  She noted that two penalties were paid in May.  It was felt that the Board needed to follow through with this next step.  Ann said she will put together a list of collection agencies.  Ann moved to send these three names to collections and secure an agency at the June meeting.  Joyce seconded.  All in favor.
4.     Recreation – Pump Track Proposal Update.  No one was in attendance, but Ann said they looked through the surveys at the Town Office and it appears that a survey done in 1978 and from walking the property makes it appear that the Town owns the property that the pump track is on, and that the Town purchased it in 1970.  Joyce said she was unable to speak with Tim but explained to Tina what the Board was looking for.  She said she would have a response at the next meeting.  It was decided to give the group the go ahead to work as long as they remain within that area.  They could expand towards the ball field if needed.  It was decided that the group should come to the Board with a plan.  Ann moved to engage the Ridgeline Outdoor Collective to draft a proposal for upgrading and extending the pump track that’s on Town property.  Joyce seconded.  All in favor

5.     Recreation – Committee.  The Board asked the Secretary to send appointment letters to Anna, Jacob, Mariah, Matt, and Allie.  A name for the committee was discussed.  It was decided that Pittsfield Recreation Commission was agreeable.  They felt there should be a liaison between the Board and the Commission and that one of the Board members should attend each meeting.  Ann said that they should make themselves available the first meeting to help them get set up and possibly have the meetings held remotely.  Ann moved to appoint Anna Rayner, Jacob Hunt, Mariah Katz, Matt Kopecki, and Allie Matin as members of the newly created Pittsfield Recreation Commission.
6.     Town Office – Vacancies.  Ann said that TRORC has only two meetings left before the summer break.  Herb is aware and Mariah Katz will be informed.  The Board is still looking for people to serve on the Planning Commission.  She pointed out that a person does not need to be a Pittsfield resident to serve.  This would include second homeowners.
7.     Buy-out – 593 Route 100 update.  Ann said that as of May 15th, everything was set to move forward until FEMA wanted to make changes to the deed. The new closing date is now May 29th.  She said the deed needs to be redrafted by the attorneys.  Ann said she would inform Trish and contact the Town’s attorney.  Information for checks could be available next Thursday for orders.
8.     Volunteer – Appreciation.  Ann said that she spoke with several people about how to honor Ray Colton and what he might like.  Fifty years is a lot.  Suggestions such as a commendation from the Governor  or declaring a day in June as “Ray Colton Appreciation Day” or posting signs around town.  A more permanent option is a Volunteer Wall of Honor that could be added to annually.    Joyce suggested mounting flags/banners of appreciation on the phone poles in town.  Permanent brackets would be needed.  Ann asked Joyce to get some pricing.

NEW BUSINESS:
1.     Town Buildings – Maintenance Report.  Ann said that she put this item in as a placeholder for Joyce for every meeting.  So, if there was something to report, such as an invoice for doing the door or the start of a new project, etc., it could be brought up for discussion.  Joyce said that Mike has fixed the elevator lights but she hasn’t gotten a date from the paving company for that project.  She added that she left a message for the fire extinguisher company but hasn’t gotten a return call.   She also said that she forgot to get the stuff to wrap around the air conditioners.  Ann said that she received a text from Caleb that he noticed an electrical wire from the Town Hall going to the pole to the gazebo was sagging.  The bracket for the wire has disintegrated and is hanging low so that a truck could take it down if driving under it.  He said he would get it fixed and she noted tonight that it has been fixed.  The subject of underground wiring was discussed.  It was decided that it was something that could be considered.
2.     Finance – April Treasurer’s Report.  Ann asked Joyce if she had had a chance to look over the report.  She had not.  Ann said that she had a few questions that she posed to Trish and Trish will make sure there are some notes of explanation.  Fuel consumption at the Town Garage was one of her concerns.  She even spoke with George about it, and he was surprised.  The furnace there hasn’t been cleaned for some time and that might cause some of the problem.
3.     Finance – CD Renewal.  Ann said that the Fire Truck CD was renewed for 3 months @ 4.5% depositing $243,261.04 at Mascoma.  Trish said they notified her that they made an error and renewed it for 6 months at 4.5%.  The choice of which one we want is up to us.  Discussion.  It was decided to leave it at as a 6-month CD.  The fire department will be asked before the CD is up for renewal in November if there is a confirmed date for delivery of the new truck.  The Reappraisal,

Record Preservation, and Paving CD funds were not renewed and so $28,146 went back into the Paving Reserve Fund.  A total of $47,819.38 was re-invested from the Reappraisal and Record Preservation Funds for 3-months at 4.5%.  The Highway CD was not reinvested and that gave us a total of $228,654.12.  All of that will go towards repaying the General fund, which actually is about $1,845.88 short.  There is at least $1,400 left in the Highway Equipment Reserve Fund.  Trish would like to take that money and then take $445.88 from the Highway Grader line item to repay the GF.  We can see in August if we want to extend the Reappraisal and Record Preservation CD for another 3 months.  Ann moved that these adjustments on the CD renewals be made, and Trish informed.  Joyce seconded.  All in favor.
4.     Select Board – Vacation schedule.  Ann said that a Special Meeting can be called at the beginning of July to set the tax rate and there was some discussion about the dates for July and August.  It was decided to meet on July 18th and August 22nd.  Ann moved that they have their July meeting on the 18th 5:30pm in the Town Hall and August 22nd in the Town Hall at 5:30pm.  Joyce seconded.  All in favor.

NEXT MEETING DATE:  Thursday, June 6, 2024 Regular Meeting

ADJOURNMENT:  As there was no further business to discuss, Ann adjourned the meeting at 6:54pm.  Joyce  seconded.  All in favor.

2.     Rep Harrison – Request.  Rep Harrison has offered to come and present a wrap up of the legislative session.  He will be extended an invitation to the June 6th meeting.
3.     Grants – VTrans bike/pedestrian grant.  VTrans is seeking grant application for infrastructure projects that improve access and safety for bicycles and pedestrian-like things.  We’ve been talking about sidewalks for years. Application must be received by June 14th.  Ann said she would look over the application if the Board thinks sidewalks/crosswalks would be possible projects.
4.     Grants – Village Center grant opportunities. Ann distributed a list of grant programs. It was left that  all member would look into what grants could be obtained for programs to help with recreation projects, etc.

OLD BUSINESS:
1.     Appointments/Resignations – TRORC and Forest Fire Warden.
Resignation: Ray Colton has resigned as Forest Fire Warden.  Ann said that she spoke with Ray, and he has held this position for fifty years.  It was suggested that the Board do something to recognize his contribution to the Town.  This will be discussed at the next meeting.  Ann moved to accept with a multitude of gratitude Ray’s resignation as Forest Fire Warden.  AJ seconded.  All in favor.  Appointment: Ann also moved to accept the appointment to the position of Forest Fire Warden of Greg Martin.  Joyce seconded.  All in favor.
Appointment: TRORC – Ann said that there is still an opening for a representative.  She added that Herb is willing to do it.  Discussion.  Mariah said she might be interested and would check out their website.  AJ moved to accept Herb’s appointment as the Town’s TRORC representative and Mariah as an Alternate.  Ann seconded.  All in favor.
2.     Town Office – maintenance.  This is the 2nd annual maintenance agreement with Paquette Plumbing.  There was some clarification as to what this would cover.  Ann moved to approve the invoice of $246.99 for the completion of the maintenance of the AC for the Town Office.  AJ seconded.  All in favor.
3.     Paving Projects update.  Joyce said that she contacted Wilk Paving, and it will add $1725.00 to the cost for the additional ½” of pavement to the basketball court.  He hasn’t finished his scheduling yet, so there is no current start date but he knows that it has to be completed before September.  She said she would have a date in time for the next meeting.  Ann moved to approve the contract with the additional $1725.00 for a total of  $20,325.00 for the recreational court and $40,100 for the Village Green roadway.  AJ seconded.  All in favor.  The roadway paving would be done at the same time.  Joyce said she would get Wilks Paving the Independent Contractor paperwork.
4.     Town Hall – Rental Process.  Ann said that she added this to the agenda now that the first event has been applied for and she wanted to review the process to avoid any further confusion.  She wanted to know if Tweed Valley’s application and cost had been straightened out.  It still wasn’t clear what happened, but it did get straightened out.  The fees for the upcoming two events were reviewed.  The Board discussed if there was a better way to present both the policy and application as one document, so that it could be better understood.  AJ moved to accept the proposed edit that Ann will make.  Ann seconded.  All in favor.
5.     Dogs – Delinquent Dog list Second Notice.  The list was reviewed.  There were six 2nd Notices mailed out with a deadline of May 10th and then they could go to collections.  Another update will be available for the next meeting.

NEW BUSINESS:
1.     Town Hall Rental – Hawley and Hurd.  Ann said that Chris Hurd is requesting a waiver from both the fee and the cleaning fee. He also may set up a tent on the Green.  Discussion.  It was agreed that someone still needed to clean in any event.  AJ moved to approve the waiver for the $50 fee, but not the $50 cleaning fee.  Ann seconded.  All in favor.  Ann said that no action needs to be taken for the Hawley’s application as they have not requested anything.
2.     Recreation – Pump Track proposal.  Mariah presented a proposal which Ann read, that through partnership and guidance with Ridgeline Outdoor Collective, they would like to propose the rehabilitation and enhanced development of the existing and abandoned land of the current pump track located on land behind the Town Offices.   Overview: there is an existing pump track currently in place that they would like to enhance and bring back to functional status.  This is what they propose: rehabilitation of the current track and see if there is room to add any skills and features. Also enhancement of the existing area with benches, signage and updating of the course track.  Installation of a new sign on Route 100 by the Town Green.  The sign could be pump track specific, or as the Town said, they are looking to enhance the athletic fields, playground, etc.  The sign could also be indicative of all these enhancements and activities.  It was felt that an understanding of the land area available, with possible connector trail to GMT trail network and possible addition of new features, skills park promotion through Ridgeline VV, MB, AGMT and other regional online and social networks, trail forks, etc needs to be done.  They envision a very minimal budget that would be offset by 100% volunteer time, hours by professional trail builders and mountain bike enthusiasts across multiple local groups.  Ann asked if the collective would guide the redevelopment and funding for the project that would go directly toward materials for signage and any additional things needed for construction, wood, fill, gravel, tools, etc.  The site would not require any special access or equipment and most work would be accomplished by using hand tools and volunteer physical labor.  This would be a great tool to introduce young riders and children to the sport and more seasoned riders to hone their skills.  Pump tracks have a long history and records of proving to the integral parts of the community.  The Board agreed with the overall proposal, but the initial question is to determine who owns the property in question.  It was felt that the Town did not.  Discussion.  Someone raised the question as to who might be the owner and that perhaps there was a survey on file that could provide information.  It was decided to put this subject on the agenda for the next meeting.
3.     Recreation – area planning.  Ann presented three possible grant writers: one in Killington and two in Randolph.  She proposed reaching out to them for some estimates on or a direction on planning for the recreational area.  Joyce said that instead of that, she said she would like to pull in Jake Hunt, Anna Rayner, Ally Martin, Mariah Katz, and Matt Kopecki and get them to reach out for information.  Perhaps call them the Recreational Facility Committee and make it a 1-year appointment.  Further discussion will be held.

ADJOURNMENT:  As there was no further business to discuss, Ann adjourned the meeting at 6:34pm.  AJ  seconded.  All in favor.

ADJOURNMENT:

Ann called the meeting to order at 5:29pm.  Seconded by AJ.  All in favor.  AJ moved to accept the Minutes of the March 21, 2024 Regular Meeting.  Seconded by Ann.  All in favor.  Ann presented the Agenda Modification (see above) and moved to accept them.  Joyce seconded.  All in favor. The TRORC Representative was in attendance remotely regarding the Capital Budget Planning Project and Betty Warner was here to speak with the Board regarding actions of the Select Board regarding the proposed administrative position for the Listers.  Ann moved to take these two items out of order.  Joyce seconded.  All in favor.

CORRESPONDENCE:
1.     Act 250 – CV Oil Jurisdictional Opinion.  This Opinion is in regard to renovating, reroofing, or making a different roof structure to part of CV Oil’s physical plant located on Route 100.  It’s the opinion that CV Oil does need to file for an amendment to their Act 250 permit.
2.     Sand Shed – G&N Surety Bond Closeout.  Ann said that she wanted this on the record.  The bond that G&N had to take out for the construction was closed out and the surety company just needed to sign off.  She said that Trish answered all the questions, so this is done.
3.     VT Dept of Environmental Conservation – Storage Tank Revision Comment Period.  This is a notification that they are proposing new rules for above ground storage tanks and that the comment period ends April 24th.  Ann suggested posting.
4.     TRORC – Town Planning Confirmation.  TRORC informed the Town that at their March 27th meeting the Pittsfield Town planning efforts were reviewed, and they voted to confirm our municipalities planning effort.  This allows Pittsfield to remain eligible for municipal planning grants.
5.     GMNF – Schedule of Proposed Actions.  This is a quarterly report with the only action of concern to Pittsfield is the Telephone Gap issue.
6.     VT Dept of Forest, Parks & Recreation – Wildfire Season.  This is a press release noting that wildfire season is underway, and people need to be aware of daily fire danger.
7.     Citizen Concern/Complaint – Manley request.  Ann said she received a text from Terry that after seeing the newly renovated basement following Town Meeting, he would like to see new tables and chairs.  He noted that the area is outstanding but old rusty chairs and tables remind him of rusty hubcaps on a brand-new Cadillac.  The Board agreed but added that they weren’t willing to spend the money at that time.

OLD BUSINESS:
1.     Listers – Administrative Position.  Betty asked the Board if she could make a statement prior to discussing the Administrative Position with Herb and Jeremy.  The Select Board agreed.  Betty said she prepared a statement indicating that she was delighted to become aware of the proposal made in February to have much of the repetitive, routine jobs of the Listers be taken on with compensation and willingness by the Town Clerk.  She went on to say that she was personally frustrated and disappointed in both the Board’s action and inaction on this matter.  She felt that a decision should have been made by now.  It was agreed that some training would be needed and that the busiest time for the Listers is this time of the year.  The Select Board faces three issues: seeking someone willing to do the work, determining what is included in the job, and how to compensate/fund the positions.  There was some talk about what NEMRC can and cannot do for

Pittsfield Select Board Regular Meeting Minutes                                                           page 3
April 18, 2024

Pittsfield.  Because NEMRC cannot provide a person knowledgeable about the tasks involved in this discussion, Betty has tended to them because of her interest, knowledge, and understanding
and because she has taken the time to deal with them.  She said others either haven’t the time or the inclination to deal with them.  The Select Board polled both Jeremy and Herb and the end result was that they felt they could manage the duties instead of someone outside of the Board of Listers until a 3rd Lister is found.
2.     Appointments – Town Officials (Planning, Emergency Management, TRORC rep).  Ann said she spoke with Glenn Reinauer about the Planning Commission position and provided him with some material to look over.  Bob Giolito has declined to accept the position as an Emergency Management Co-Director.  That leaves Ryan and the decision as to whether to leave it just to him or add another person to the position.    The Board opted to have Ryan find a Co-Director who he would like to work with.    Joyce said she would inform him.  That position as well as a TRORC representative are still vacant.
3.     Finances – February & March Treasurer’s Reports.  Ann moved to accept both reports.  Joyce seconded.  All in favor.
4.     593 Route 100 – Voluntary Transaction Agreement.  Ann moved to authorize the Chair to sign this agreement on behalf of the Select Board.  AJ seconded.  All in favor.  Ann said that the closing has tentatively been set for May 22nd and a walk-thru needs to be done the day before.  She noted that the State is currently reviewing the contracts.

NEW BUSINESS:
1.     Budget – Capital Budget Planning Project.  Ann introduced Geena and asked her to introduce herself and  what she would be doing for Pittsfield.  Geena said that she is one of the planners at TRORC and has been there almost eight months.  She went on to say that she will be examining the current and past town budgets for what they’ve used for any town capital improvement projects and propose a plan for the next ten years.  A spreadsheet will be developed showing the inflow (where the funding comes from) and outflow (spending).  She said she will be reaching out to each department in Town to see what they might have in mind for projects and how they plan to fund them.  There was some more discussion with Geena regarding the project such as applying for grants, etc.  Geena was thanked for attending and answering questions, etc.
2.     Town Property – Paving Project Bids.  Three bids have been received: Twin State Paving, Quality Paving, and Wilk Paving.  The specifics and prices for each bid were discussed.  Ann moved to accept the bid by Wilk Paving for both projects: the Recreational Court area for $18,600 and the Village Green roadway for $40,100, provided that they add an additional half inch of asphalt on the top course and guarantee that they can complete this by September.  AJ seconded the motion.  All in favor.  The Board reviewed the financing for these projects and determined that the money was available.
3.     Grants – FY25 Municipal Grants in Aid.  This is available annually and Pittsfield is eligible for $6,000 which includes a local match of $1,500, which can be done in-kind.  A Letter of Intent must be submitted by May 10th.  This will be done.
4.     Library – Lockbox.  The Library would like to request a replacement for the current wooden lockbox outside the side entrance to the Town Office Building.  A picture of the one they are requesting was shown and its cost of $649.99.  Ann said she found one similar but a little smaller for $200 less.  Discussion.  The Board wanted clarification as to who would be paying for this.  The Board

felt it should come from the Library’s funds.  Ann said she would check with Cindy Bryant and mention the smaller unit.
5.     Town Office Maintenance – elevator lights/extinguisher inspection, painting, exit.  Joyce said she researched the light bulbs and found that the current ones are no longer available.  She also couldn’t find a replacement that would fit.  She said she contacted Mike Juris about obtaining four lightbulbs.  Joyce said she would be contacting the extinguisher company regarding the annual inspection.  Don Marshall felt the painting should wait until any maintenance work is completed.  Richard Waterman was going to provide an estimate of the work.  He will be contacted.  It was pointed out that the porta potty is going to be delivered in June.  Discussion as to where to put it.  Trish will be consulted for her opinion on where to place it, considering the work that will be done in its usual area this summer.
6.     LEMP – 2024 Approval.  This is another annual task.  Ann moved that the Select Board adopt the updated Local Emergency Management Plan for 2024 and the approval.  AJ seconded.  All in favor.
7.     Dogs – Delinquent Dog list.  There are currently 12 delinquent dogs and 10 owners.
8.     ARPA – Annual Report.  Ann noted that this report has been filed.  There will be another one next year.
9.     Finances – CD renewals.  Handouts were provided with what is current.  Discussion.  Pittsfield Volunteer Fire & Rescue: It was decided to renew the principal and interest of $242,761.04 for a 3-month CD @ 4.5%.  Reappraisal, Record Preservation, and Paving: Deduct all funds and interest associated with the Paving CD as these may be needed this summer.  Trish will be asked to determine if any of the reappraisal funds need to be used over the next six months and if so, deduct them from the Reappraisal CD.  Then add the $6,000 from the fund suggested and roll over the principal and interest to a 6-month CD @ 4.0%.  She will also determine if anything needs to be used from the Record Preservation funds over the next six months and deduct that from the CD then roll over the principal and interest to the 6-month CD @ 4.0%.  The Reappraisal and Record Preservation funds would be combined into one CD.  The amount of $50,000 in the Contingency Fund will be placed in a 3-month CD at 4.5%.
10.  VTrans – Financial Plan.  This certifies that the Town is spending at least a minimum of $300/mile for each mile that we have.  Discussion.  Ann moved that the Board sign the financial plan to be submitted to the district transportation administrator.  Seconded by AJ.  All in favor.
11.  Permits & Licenses – Clear River Tavern.  The Clear is applying for a 1st Class Restaurant and Outside Consumption Permit and a 3rd Class Restaurant and Bar License.  Ann moved to approve the three licenses.  Joyce seconded.  All in favor.
12.  Town Hall – Rental – Tweed Valley Travelers.  The Board reviewed the application including the check which wasn’t for the correct amount.  There also wasn’t any indication they planned to have alcohol.  It was felt that perhaps the applicant didn’t understand the application procedure.   A check for $300 should have been enclosed  (two checks: $100 that is deposited and $200 that is held.  Joyce will speak with TVT and explain the issue with the checks and alcohol.

ADJOURNMENT:

Ann called the meeting to order at 5:33pm.  AJ seconded.  All in favor.    AJ moved to approve the Minutes of the March 14, 2024 Regular Meeting.  Ann seconded.  All in favor.  Scott was here to clarify something about the road discontinuance (see Public Comments).  This was taken as the first order of business.

OLD BUSINESS:
1.     Appointments – Town Officials.  Ann said that she completed and submitted the form for the Tree Warden.  She asked the Secretary if the appointment letters had been sent.  Martha said they would go on Friday.  Ann drafted a letter to send to people the Board felt would be good to fill open positions.  She went over the positions that are open.  The Secretary will send those out promptly.
2.     Listers – Administrative Position.  Ann said that Betty had prepared a list of duties for the position.  There was some discussion about how to implement the job with the Town Clerk.  Ann explained how Stockbridge managed a similar situation with their new Town Clerk’s job description and mentioned other towns she had contacted.  It was concluded that this position wasn’t just data entry, but were duties prescribed by Property Valuation and Review (PVR).  Ann said that Jeremy has the knowledge to perform some of the duties and he and Herb are willing to learn.  It was felt that it would be better to see these duties kept within the Board of Listers.  AJ said he had some confusion.  Joyce felt this should be tabled until Trish, Herb, and Jeremy can attend a Select Board meeting.  Tabled until April 4th.
