Jeremy moved to call the meeting to order at 5:03pm. Mike seconded. All in favor. Herb Kuendig, Mike Moran, Jeremy Rayner and Richard Gaston in attendance. Ray Colton and Glenn Reinauer were unable to attend.
 
Minutes Approval: Jeremy moved to approve the minutes from the December 6, 2022 Emergency Meeting. Richard seconded. All in favor.

Old Business:
  1. Project & Budget Update: Herb brought the committee up-to-date on the progress of the project. New drywall in the basement has been primed and waiting for final paint. Basement Windows and new fire door for emergency exit to the back of the building by the basketball court have been delivered to LaValley. Herb will pick up invoice check once it is issued, submit to LaValley and arrange delivery.  Ann is reviewing all invoices to date and source of funds to calculate current balance of Town Hall Reserve. Begin Charitable Fund stands at $10,613.16.
New Business:
  1. Review kitchen cabinet/countertop proposal: Herb outlined three proposals from Home Depot, LaValley and Kitchen Encounters. All feature 21 cabinets of uppers and bases and toe kicks along north and south interior walls of basement, order to take two to four weeks of delivery. Prices do not include installation that can run from $3,000 to $5,000.
    1. Home Depot is a stock Hampton Bay cabinet in natural hickory with particle board base that can be delivered for additional charges.  $5,352.16. Countertop is a laminate double round edge that includes template, delivery and basic installation. $1,534.50.   Total
    2. LaValley is an 802 Cabinet painted cabinet in light gray with plywood base and soft close drawers. Price includes delivery to street pavement but for an additional $100 can be carried into basement. $5,025.00.  Countertop is a laminate stock rolled edge that includes template and sink cutout. $1,295.00.
    3. Kitchen encounters is Mantra Omni painted cabinet in either light or dark grey with plywood base and soft close drawers. Delivery is included. &9,840.00. Countertop is a stock laminate with a double round edge that includes, template, delivery and installation.$1,935.00.
Members discussed whether there was a need for so many cabinets and were concerned that the kitchen would be the dominate main feature of the function room. they were also undecided on whether wood or painted cabinets would be the best match for the rustic feel of the room. Members decided to eliminate all of the upper cabinets on the eastern wall, eliminate the 36” base cabinet and change the 18” drawer cabinet beside it to a 24’ inch drawer cabinet to preserve countertop space next to the dishwasher. Also, the upper corner cabinet on the adjoining wall would be changed to a regular cabinet. Members preferred a black slate look finish for the laminate. Herb will bring revised layout back to the two cheaper bidders-Home Depot and LaValley for pricing and submit proposals at the next meeting. Herb will also get pricing for a comparable wood finish cabinet from LaValley.
  1. Wall Paint Color: After reviewing the Behr Whites collection, members could not reach consensus on favored color. Members decided to let Ann choose the wall color paint.
  2. Light Fixtures:  Ann presented four additional choices for fixtures in addition to the six choices previously circulated to the committee. Members agreed on one fixture, but wanted to get other committee members opinions on the four choices. Jeremy moved to approve the purchase of the 3 pack industrial pendant hanging fixture in black at a cost of #38.99 pending approval from either Ray or Glenn. Herb seconded. All in favor. Ann will send the options to both for comment. Members also discussed a question from the electrician on who would purchase the outlets, switches, dimmers and wall plates to complete installation. Herb moved that the committee would request a list of needed materials from the electrician and the town would purchase them. Jeremy seconded
  3. Wastewater Pump: Mike said he was told the wastewater pump in the utility room leaked and had to be constantly cleaned out from sink debris. He priced a new pump (55gal per minute) at FW Webb for $700. Members debated bringing in plumber to fix old pump or buy new.  Herb moved to purchase new. Jeremy seconded. All in favor. Mike will contact Fuster. Herb to contact Harvey’s and Paquette for pricing and installation and also plumb new sink.
  4. Exterior Bid:  The committee received one bid so far on the two exterior projects posted to remove exterior siding and trim in front/west side of building and replace with a cement board and plastic wood, build new steps according to architectural drawing, install water table around front and side and replace any damaged siding or trim on south side with wood and prepare and paint south side.  Eric with Vision Builders is also preparing a bid to submit to the committee.
  5. Next Steps:  Members discussed the need to get contractor bids to install the windows and new fire door in the basement, trim out basement walls and doors. Mike will talk with Mike Mahoney. Jeremy will check on progress on new custom front door.

Herb moved to call the emergency meeting to order without a warned agenda at 5:05pm in order to hire an electrician to finish installing the electrical and lighting project. Ray seconded.  All in Favor.
 
Herb Kuendig, Mike Moran, Ray Colton, Glenn Reinauer, Richard Gaston in attendance.
 
 
Old Business:
  1. Electrical Installation: Herb brought members up to date on the electrical installation project. Louis Lubek pulled a permit to hook up the furnace which entailed installing a sub-panel in the utility room with associated breakers etc. Herb moved to approve payment of Lubek’s final invoice of $2,171.51.  Glenn seconded. All in favor.  Wall outlets and overhead lighting still have to be completed quickly in order not to lose a place in the schedules of installers for spray insulation and drywall.  The committee had previously received a bid from Mike Juris (J-5 Electric). Mike moved to hire Juris to complete the electrical installation. Glenn seconded. All in favor. Herb will contact Mike to see if and when he can start.  Ann and Herb will investigate fixtures and bring recommendations to the committee for approval.
 
New Business;
  1. Poulin media blasting:  Herb said Cal Poulin finished blasting and priming the old pitchfork tines that will be reinstalled in the ceiling as historical artifacts at a cost of $92.50.  Herb said Poulin can paint the tines black for additional fee. Mike moved to have Poulin complete the project for an estimated total $150.00 to be taken out of the Town Hall Reserve Fund. Ray seconded. All in favor.
  2.   Town Hall Article request: members estimated that building the new front steps and re-siding the front of   Town Hall  could exceed the current available reserve and Begin Funds balance of approximately $60,000. that would leave no funding to complete repairing and painting the two other exterior walls and is requesting the Select Board submit an Article at Town Meeting seeking approval from taxpayers for $10,000 in additional funding for Town Hall renovations and repair.

  1. Electrical Installation: Dave McKinnon with 4 Security in Rutland who was hired by our contracted electrician to re-install the fire alarm system has started work.  The electrician, Craig Petersen has not returned to the project and indicated he probably won’t. J-5 Electric-Mike Juris submitted an estimate for installing the subpanel and electrical in the walls which he could start in about a week and a half. He can work by the hour at $100 an hour and the job would take approximately two days. Estimated labor $1,600 and about the same for materials. Ceiling lighting is estimated to take two weeks. Members discussed reaching out to other master electricians for more estimates and availability. Herb will check with Fire Safety Inspector to see if Craig pulled a permit and if so, how to close it out.
  2. Heat & Duct Decisions:  Member reviewed costs for two heat options:  adding two propane heaters & eliminating furnace and need for duct work and new oil tank VS maintaining current furnace, installing limited duct work and new smaller fiberglass oil tank. Glenn moved to approve the second option. Jeremy seconded. All in favor.
 
Next Steps:
  1. Jeremy received a quote from woodworker Steve Fuchs to build a new custom front door out of mahogany not to exceed $3,500. Discussion on staining vs painting. Jeremy moved to accept the bid, Glenn seconded. All in favor. Funds for this project would be deducted from Town Hall Reserve Fund. Mike to coordinate with CV Oil on installation of duct work and gas hookups for stove and insta-hot water heater. Herb will call Charlie at CV Oil with go ahead for new tank. Ray will check with his electrician, Jeremy to check with Frank Candido. Ann was asked to prepare bids for the Town to put out for the following projects:
a:  new front steps and re-siding & insulating West exterior wall.
b: installation of basement windows
c: re-siding & insulating southern and east exterior walls
