AGENDA MODIFICATIONS: NB#3 – Heat Pump Electric Bid

Ann called the meeting of the Pittsfield Select Board to order at 8:07am. Seconded by Joyce. All in favor. Ann presented an Agenda Modification (see above). This will be NB#3. Seconded by Joyce. All in favor.
NEW BUSINESS:
1. Taxes – FY27 Tax Rate. Ann said that Trish got all the information that is needed to set the tax rate. The Board chose to review all the figures before voting. The Anticipated Expenses for the General Fund are $431,964.52. The Grand List increased to $1,284.072.55, by a little over $5,100 from last FY26. The Resultant Tax Rate for the Municipal is $.4451 ($.45). The Homestead Education rate is now $1.5667 ($1.57) and Non-Residential becomes $1.9513 ($1.95). The tax rate the Board voted on becomes: Homestead $2.01118 ($2.01) and Non-Residential is $2.3964 ($2.40). Ann moved to accept the Anticipated Tax Rate. AJ seconded. All in favor.
2. Recreation Commission: Event Proposal – Joyce explained that when the group put the flyer together, they opted to send it to the Recreation Commission to discuss before sending it to Trish. The Commission came back with an increase to $10 instead of $5 for the admission fee. Ann asked if the fee of $5 for food was going to be additional. Joyce replied that it was, but people can bring their own food if they want to. The $10 is a cover that pays for the band, music, and games. The Commission will be in charge of everything that will happen including the money collection, food, cooking, cleaning, etc. Joyce said they didn’t know if they were going to need any of the $500 that the Select Board had previously approved . Be deposited in the Erica Hurd fund. The commission will also obtain insurance for BYOB although information is needed regarding liquor liability, and this will be on the agenda of the next meeting.
· Sponsorship – The sale of banners is for fundraising and will be handled by the Commission. Joyce said they anticipate hanging them on the baseball backboard and other areas around town to advertise the business. She said that Erin would be handling that. Ann asked if it was correct that the Commission would be selling these at $100/banner? The cost to the commission is about $35. The difference will be considered a donation. Joyce said the selling fee might be lower to encourage businesses to purchase. Ann moved to approve the fundraising proposal from the Recreation Commission. Seconded by Joyce. All in favor.
· Recreation Improvement Project – Ann said that this would be the Walking Path Trail. It’s been designed to wind around the recreational field. Discussion. Materials include trucking, $7,500, equipment, labor, and installation. An estimated donation of $10,500 was made by Dave Colton and Ray Harvey. AJ said they anticipate completing the project in August, 2026. The Board was reminded that Dig Safe will need to be involved and the invoice can be paid from the Erica Hurd Fund, if necessary. Ann asked if a survey was needed and it was felt that it was which the rec commission will pursue. Discussion. Ann moved to accept the Recreation Improvement Project. Seconded by AJ. All in favor.
The mystery of the missing sign has been solved. Joyce said that it had fallen down and Jake had taken it home until he could determine the best way to permanently install it.
3. Town Office Building – Heat Pump Electric Bid. Ann explained that this is a necessary component of the installation that will start on Monday. Joyce said that she put a window unit in the Library for them to use until the heat pump installation is completed. Ann moved to accept the bid to be paid by the Contingency Fund and then submitted for reimbursement from MERP funds. Seconded by Joyce. All in favor.
ADJOURN: As there was no further business to discuss, Ann moved to adjourn the meeting at 8:56pm. Seconded by Joyce. All in favor.
