​On June 7th, 2025, from 9am till noon, grievance hearings were held for the 31 Current Use parcels.  There were no scheduled hearings, and no one walked in.

Town of Pittsfield Grievance Hearing Minutes
May 15, 2025

Hearing #1 16-0751-000, 751 South Hill Road, Bryon Fryer owner
Informed that the hearing is recorded
The hearing began at 3:57 pm. Mr. Fryer attended and the following
concerns were discussed:
Questions on how and why the metal containers used for storage were
now taxed.
Stated that these boxes are temporary structures and can be removed at
any time and his real estate value didn't go up.
Stated that the discussion for taxing the metal containers should have
been voted on at Town meeting similar to the recent 1 % increase.
Question about how the containers are valued. And question how other
structures (carport) are taxed.
The listers shared that through their training the storage boxes should
have been taxed as sheds/outbuilding, and there was a warned meeting
held and an announcement at town meeting in March, prior to the April
1st review. All sheds are noted on April 1st, and there is no distinction
between rented or owned sheds. The listers continued to explain that all
sheds are taxed based on square footage at a set rate/sq ft.
The listers shared the approximate tax cost of Mr. Fryer's storage sheds.
The property owner was informed that the listers had seven (7)
business days to respond.
The hearing ended at 4:12 pm.

Hearing #2 99-0472-000, 4668 Route 100 Keith & Christi Bollman owner
Informed that the hearing is recorded
The hearing began at 4:18 pm. Keith & Christi Bollman attended and the
following concerns were discussed:
Review of the Itemized Property Cost list. The Bollman's shared mistakes
on the list; there is no basement, rather the house is on a slab. There are
only 2 bedrooms, not three. The flooring is stained concrete with radiant
heat. There is an additional 1/2 bath. The Bellman's questioned how%
completed is calculated, noting the siding and cabinetry is incomplete.
The listers noted all changes and discussed how completion calculations
are made.
The hearing ended at 4:33 pm.

Hearing #3 03-0238-000, 238 Forsha Road, Lynda and Ray Colton owner
The hearing began at 4:40 Lynda Colton attended and the following
concerns were discussed:
The metal store box, now being taxed belongs to Tim Hunt. Asked if the
town could tax Tim Hunt.
Could a separate bill be made?
More research needs to be done to inform Lynda of the tax assigned to the
assessed value of the metal storage shed.
The property owner was informed that the listers had seven (7)
business days to respond.
The hearing ended at 4:50 pm.

Hearing #4 06-0610-000, 610 Lower Michigan Road, Tim Pins owner
Informed that the hearing is recorded
The hearing began at 5 pm Tim Pins and Attorney Jeff White, attended
and the following concerns were discussed:
Tim stated that the leased metal storage containers on his property are not
permanent storage .
He has 6 -8'X20' , 3-8'X40', and one 8'X 40' belongs to his tenant POMA.
Mr. White shared information from the state noting fair market value,
intention of the owner, attached/unattached units and stated IF the
property were to be sold, the leased units would not be part of the asking
price, because they are not owned.
Also asked about the fine line between personal property/permanent
structure.
The listers shared that through their training the storage boxes should
have been taxed as sheds/outbuilding, and there was a warned meeting
held and an announcement at town meeting in March, prior to the April 1st
review. All sheds are noted on April 1st, and there is no distinction
between rented or owned sheds. The listers continued to explain that all
sheds are taxed based on square footage at a set rate/sq. ft. The listers
will seek additional questions/ research with the assessor and or state
representative.
The property owner was informed that the listers had seven (7)
business days to respond.
The hearing ended 5:30 pm.

Hearing #1 69-0018-00,  18 The Commons  Paul C & Lori Stiles owner

The hearing began at 9:00 am. Mr. Stiles attended and the following concerns were discussed.
Questions on why the metal  containers used for storage were now taxed.
Stated that these boxes are temporary structures.
He owns 2 containers and the third is rented.
The listers shared that through their training the storage boxes should have been taxed as sheds/outbuilding. These sheds are noted on April 1st, and there is no distinction between rented or owned sheds.  The listers continued to explain that all sheds are taxed based on square footage at a set rate/sq.. ft.
The listers shared the approximate tax cost of Mr. Stiles' storage sheds

Herb opened the meeting at 9:30am. Jeremy seconded all in favor.

Board discussed taxing metal storage boxes, conex box or equal, without wheels, the same as as we currently tax wooden storage sheds. No members of the public were present.

Herb moved to include said boxes as taxable property effective April 1, 2025. Jen seconded. All in favor.

With no further business on the agenda, Herb moved to adjourn at 9:40 am. Jeremy seconded. All in favor.

2024 Grievance Minutes Board of Listers May 18, 2024

​Change notices were sent out to all property owners whose value had changed since April 1, 2023. There were 18 changes in value, There were 2 new properties as a result of a sale with subdivision. Property owners were advised that hearing dates established were Thursday, 5/16/2024, from 4pm to 7pm and Saturday, 5/18/2024, from 9am to 12pm.
The following appointments were made:
Edward Sanborn – Property ID 75-0316-000 316 Cahill Road
Vaughn Micciche – Property ID 06-1105-000 1105 Lower Michigan Road
Mountain Fever LLC – Property ID 61-0003-000 4 Leigh Kelly Drive
Grievance Hearings:
Mr. Sanborn stated that no improvements had been made on this property since 2022 and could not understand the increase in value.
Mr. Micciche and Ms Alston were concerned that the listers had not noticed that one of the barns had decreased in size and wanted to ensure that an adjustment was made. He also wanted to understand more about the valuation of the new construction in one of his outbuildings. At the end of the hearing, two of the three listers accompanied Mr. Micciche and Ms. Alston to their property to look more closely at the barns/outbuildings.
The owners of 61-0003-000, 4 Leigh Kelly Drive, cancelled their appointment via email on the morning of 5/16. They advised that they would not grieve the value of their property this year.
All stated grievance hours were staffed. No additional property owners appeared.
Grievance Deliberations – 5/18/2024:
  1. Mr. Sanborn - While examining the property information for 316 Cahill Road, it was observed that the square footage assessed in 2022 did not reflect the current actual square footage observed in 2024. It was also observed that the percent complete was overstated. The percent complete was reduced to 80%. The current value of the property is $245,600.   
  2. Mr. Micciche – While reviewing the size and configuration of multiple barns/outbuildings that existed in a single connected formation, it was decided to simplify the data collected for those multiple structures and identify it as one barn with a hayloft. This resulted in a reduction in value of Mr. Micche’s outbuildings. The current value of the property is $326,700.

Notice to Taxpayers 
   
 Agreeably to the provisions of Title 32, Vermont Statutes Annotated, Section 4111, notice is hereby given that the undersigned listers within and for the Town/City of Pittsfield have this day completed the abstract of property owners as of the first day of April 2024. The listers have this same day lodged the abstract in the office of the clerk for the inspection of taxpayers.
On the 16th day of May 2024 at 4pm the undersigned listers will meet at Town Office, to hear appeals of the taxpayers aggrieved by actions of the listers from whom timely grievances have been received.  
To be timely, such grievance hearings must be in writing and received (postmarks are not accepted) by 15th day of May 2024.  
At the close of grievance hearing, the listers shall make such corrections in the abstract as were determined upon hearing or otherwise.
Unless cause to the contrary is shown, the contents of said abstract will, for the tax year of 2024, become the grand list of the town/city of each taxpayer named therein.

Report from the Board of Listers following Grievance Hearings
6/24/2023
2023 Grievance Hearings were scheduled for Wednesday, 6/21/2023, from 4-7pm and Saturday,
6/24/2023, from 9-12pm. No property owners requested hearings. Thus there are no changes to 2023
lodged grand list values.
2022 Grand List Value $126,934,300
2023 Grand List Value $127,927,000
26 property owners received change notices. Those changes were the results of property changes:
new building construction, improvements, additions, deletions, and changes in land value because of
transfers of abutting land.
In addition, though it does not result in a change in our grand list value, 32 property owners enrolled
in the current use program received current use value notices.
