Administration</strong><br />Meeting begins at 6:00pm<br />Meeting minutes approved on ____ by ______, seconded by _____.<br />In attendance: Erin Gammon, Dave Fenity, Geoffry Fryer, Anna Rayner and Becky Ruben.<br /><strong>II. New Business</strong><ol><li><u>Equipment Storage Closet</u>- Addressing request from a community member to have access to pickleball equipment.</li></ol><ol><li>Initial response made by A.J. Ruben to unlock closet door.&nbsp; Action communicated to full Select Board.</li><li>A.J. asked the rec committee to think about options.</li><li>Rec committee suggests leaving closet unlocked.&nbsp; Recall last year the closet was left unlocked with no problems.</li><li><em>Becky will inform the Select Board. Will adjust if needed.</em></li><li>Becky drafted and committee approved a sign to return pickleball equipment to closet. <em>Becky will hang on outside closet door.</em></li></ol> &nbsp;<ol><li><u>Secretary position</u>-Becky asked if anyone would be secretary.&nbsp; Discussed. Becky agreed to continue as secretary. Currently it is helpful with organization of meeting structure.&nbsp; Becky will bring up for discussion if this gets to be too much.</li></ol> &nbsp;<ol><li><u>NEW Court Restrictions sign recently installed is GONE</u>.</li></ol><ol><li>Committee decided to do further investigation.</li><li>Purchase a game camera?</li><li><em>Becky will inform Select Board.</em></li></ol> &nbsp;<ol><li><u>Becky brought attention to drainage issues of BB/PB court.</u></li></ol><ol><li>Vern Haskins noticed puddles formed in the corners of court. Drains were blocked.&nbsp; Vern unplugged the debris and installed piping to extend flow area for better drainage.</li><li><em>Rec Committee agreed to send Vern a Thank You card.</em></li></ol> <strong>III. Finance and Grant Information</strong><ol><li>Becky reviewed information Trish, Town Clerk, provided.</li></ol><ol><li>Update on current accounts.</li></ol><ol><li>Erica Hurd memorial Account $2,207.38</li><li>Recreation Fund Main Account $171.39</li><li>CD $49,636.96 (the CD comes due 8/13/26, If the rec committee needs this money Trish needs to know by 8/4/26).</li><li>Trish will be depositing $28,050 into the reserve account on 8/25/26.</li><li>Questions to be answered.</li></ol><ol><li>What information does the committee need to provide to the select Board when seeking money, approval for events, building projects and non-building projects.</li><li>What is the process after approvals?</li><li>Withdrawals and deposits.</li><li>When raising money, checks to be made out to whom?</li><li><em>Becky will seek answers to these questions.</em></li></ol> <strong>IV. Old Business</strong><ol><li><u>Current Projects</u></li></ol> 1. <strong><u>Fence around Basketball/ Pickleball Court</u></strong><br />a. Committee at large questioned the priority of spending 10K to install a fence around court.<br />b. To be tabled for a future date.&nbsp; More info may be available when Jake is present.<br />c. Sponsorship Fundraising opportunity.<ol><li>At meeting 05/12/26 committee discussed selling signs to local area businesses to attach to the fence.&nbsp; Pittsfield, Stockbridge, Rochester, Killington.</li><li>Erin Gammon was tasked to research.</li><li>Received a quote from Tuttle Printing, Rutland, VT. (see attached) &nbsp;&nbsp;</li><li>Committee agreed upon, sign size 18x24, cost $135, sell for $250</li><li>Would provide $115 funds raised per sign.</li><li>Installation. Who and what is needed?</li><li>In place of hanging on court fence, perhaps an alternative option would be to hang on existing baseball backstop structure?</li><li><em>Create a proposal.</em></li><li><strong>Seek Select Board approval.</strong></li><li>Sell and install before Summer Event?</li><li>Where should supporters who purchase a sign make checks payable too?</li><li>Process for depositing funds raised?</li><li><em>If approval is granted Erin will spearhead this opportunity.</em></li></ol> &nbsp;<br />2.<u> <strong>Walking path around park</strong></u><br />a. Dave Fenity spearheads this project. And received communication indicating this project could be completed by August.<br />&nbsp;&nbsp;&nbsp;&nbsp; 1. Dave Colton has offered to donate his time and machinery.<br />&nbsp;&nbsp;&nbsp;&nbsp; 2. Ray Harvey has offered to donate materials and trucking.<br />&nbsp;&nbsp;&nbsp;&nbsp; 3. <em>Create a proposal</em>. Create a solid timeline.<br />&nbsp;&nbsp;&nbsp;&nbsp; 4. <strong>Seek Select Board approval.</strong><br />&nbsp;&nbsp;&nbsp;&nbsp; 5. Coordinate with Dave Colton and Ray Harvey. Get on schedule.<br />6. Contact Connie Martin.&nbsp; Review plans and impacts for mowing. (<em><u>This was not discussed at this meeting, however brought to Becky&rsquo;s attention and she felt it was important to include</u></em>).<br />&nbsp;<br />3. <strong><u>Park benches</u></strong><br />&nbsp; a. Erin Gammon is in dialogue with a supplier.&nbsp; Will revisit in near future.<ol><li>Anna Rayner suggested <u>Walkway Stones</u> as additional fundraising source that would allow a less expensive option.&nbsp; Killington Elementary School reference.</li></ol> &nbsp;&nbsp;&nbsp; &nbsp;4<strong>. <u>Playground</u></strong><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; a. Introduction of new committee members; Erin Gammons and Becky Ruben.<br /><br /><br />2. Becky relayed a message to committee, from board member A.J. Ruben, that a new sign stating restrictions for Basketball/Pickleball Court has arrived. A.J. asked rec committee to install.<br />a. New sign located in Town Office, ask Trish.<br />b. All agreed to install on basketball hoop.<br />c. Jake offered to install.<br /><br />3. Review of Rec Committee progress<br />a. Jake and Dave graciously brought Erin and Becky up to speed on Active Projects and Improvement Ideas. Using the proposed Rec Area Map they reviewed each project/idea in detail including stages of development, challenges and continued work to be done.<br />b. Many grants for Rec Center/Playground require a 50% match in funds.<br />c. Rec Committee Budget Balance to date $_________.<br />d. All agreed a need to increase the balance for funds available.<br />e. Determining fundraising is a priority.<br />III. Active Projects<br />1. Fence around Basketball/ Pickleball Court<br />a. Suggestion made for fence to be 10ft tall and black chain-link.<br />b. One firm quote received from ___________ approximately $10K.<br />c. Jake seeking 2 other quotes.<br />d. Fundraising local businesses offering signage to be hung on fence as supporting advertisement.<br />1. Need to determine size and cost of sign. Receive a few quotes.<br />2. ___________ will investigate options to review.<br />3. Discussed offering one size to provide uniformity.<br />4. Once quotes are received a fundraising price will be determined.<br /><br />2. Walking path around park<br />a. AARP grant application possibly available in July 2026.<br />b. Jake mentioned that Dave Colton (town resident) has offered his services and machinery to do the work.<br />1. (may require some additional grading while machinery is available on site). Some forward thoughts are needed here.<br />2. Need to contact Dave to revisit/and confirm his offer and inquire about his schedule.<br />c. Dave Fenity offered to contact Ray Harvey about hardpack and trucking costs.<br />d. After this information has been received a timeline will be developed.<br />e. With some further discussion, the committee thought it was reasonable that the walking path could begin this summer and be completed by the fall season.<br />3. Park Benches<br />a. Agreed that park benches would be a great addition to recreation area.<br />b. Funds have been donated for 2 memorial park benches in honor of Erica Hurd and Betty Warner.<br />c. Discussed opening to public as a fundraiser opportunity for park benches to become memorials or park supporters, both with a plaque.<br />d. Erin will research options in materials and costs of bark benches.<br />e. Once quotes are received a fundraising price will be determined.<br />4. Playground<br />a. Discussed placement, dismantling existing structure, resurfacing, and costs of new structure.<br />b. One firm quote received from _________ approximately $ ___________.<br />c. Jake is in contact with 2 other playground companies. He will follow up seeking quotes for new equipment and installation.<br />d. Resurfacing-previous decision to use wood chips.<br />1. Need to determine the quantity of wood chips needed.<br />2. Need to get a quote from Colton Enterprises.<br />3. Need to determine other costs related to resurfacing.<br />e. Jake suggested grant applications would become available in July 2026.<br />1. Jake will inquire with Bethel Town Office regarding rec area/playground grants they applied to for recent improvements completed.<br /><br />f. The committee recognized that the playground is a priority.<br />1. The committee discussed the likeliness that the playground project will take a year to plan and complete.<br />2. present Jake Hunt, Ann Kuendig, Dave Fenity, Trina Hotchkiss, and A.J.<br />Ruben.<br /><br />Jake called the meeting order at 6:18 p.m.<br /><br />Ann reiterated the Open Meeting Law requirement that Recreation Committee meeting agendas<br />be posted prior to the meetings and that minutes be posted on the Town website within 5 days of<br />the meetings. Ann offered to help posting recordings of the Committee meetings online as well.<br />Jake moved to accept meeting minutes from September 17 th , Trina seconded all in favor.<br />Ann reported on Selectboard purchase of recreation equipment prior to October 1 st to obtain a<br />grant funded match. Ann reported the Selectboard will purchase a pickle ball net, balls and<br />paddles (net reviewed by Committee previously), two basket balls. A heavy duty tarp to cover<br />the court and line the hockey rink was discussed and the Committee agreed on that purchase by<br />the Select Board too.<br /><br />Dave reported on efforts to find a different option to top coat and paint the basketball court. Dave<br />spoke with Killington Recreation Department who reported using the St. Johnsbury company<br />that gave Pittsfield the initial quote. Killington reported being very satisfied with the St.<br />Johnsbury company and noted a twenty-year positive relationship with that company. Dave sent<br />the RFP to another potential bidder, but that bidder declined to bid due to not having the requisite<br />expertise or materials. Jake moved to recommend to the Select Board that the Board use the St.<br />Johnsbury company and accept the initial approximately $9k bid, Dave seconded, all in favor.<br />Jake reported speaking with Dave Colton about the walking track. Dave Colton agreed to work<br />with Harvey&rsquo;s to obtain material and estimated that $3500 in hard pack material would be<br />needed. Dave Colton offered to volunteer much of his time to the project. The Committee<br />extended its gratitude to Dave Colton for his generous offer.<br /><br />The group discussed offering commemorative benches for donations in the new recreation area<br />and suggested buying and installing such benches to honor volunteers once the park is further<br />along.<br /><br />Jake showed the group photos of Manchester, Vermont&rsquo;s recreational field and attributes,<br />including commemorative benches, playground with wood chip surface, and curved swing set<br />structure.<br /><br />The group reviewed an historic graphic of a proposed Pittsfield recreational field complex and<br />agreed to display at the Bazaar both it and the newly created graphic of proposals for the new<br />recreational field complex that Jake is working on.<br />Jake discussed potential funding including obtaining a copy of Bethel&rsquo;s successful VOREC grant<br />and contacting Mascoma Bank that may have grant money available for part of our recreational<br />project.<br /><br />The group discussed logistics for our presentation at the Bazaar this Saturday. Jake, Dave and<br />A.J. will set up in the morning, including tables, chairs (from the town hall), and easels for the<br />two displays. People will bring baked goods to entice interest in our presentation. Trina will be<br />available in the mid-day at the table. Jake will send texts to the full Committee for additional<br />scheduling for a presence all day at the Bazaar table. Jake will also finalize the graphic with<br />possible projects and descriptions.<br /><br />Dave agreed to finalize a survey form after reviewing a draft by Trina and additional discussion.<br />Dave will send a draft to the Committee and request that Trish at the Town Office print out 100<br />copies for use on Saturday at the Bazaar. Questions will likely include what equipment and what<br />ground surface should be in the playground, interest in a walking path, pavilion, dog park,<br />community garden, kickboard, frisbee golf holes, a firepit/bbq, commemorative benches,<br />educational/fitness stations along the walking path, and signage for the pump track and other<br />recreational offerings. The design can be kept simple with four new swings, a play structure with a slide, and add sit-spinneys. Sand is not ideal for cleanliness and safety, so we should consider alternatives like wood chips or recycled tires with proper framing as part of a sustainability initiative. Adding a climbing structure with holds is a great idea, but we should remove the see-saw from the design. Although kids love diggers, we could use rocks instead of sand. We need to focus on short-term and long-term planning by generating ideas now, then consulting with people online and at the Bazaar.
